I would suggest that (pending the completion of the agree- ments for direct purchase) the Government of India should make it a condition of the supply of opium to Macao that it should be consigned to the Goverment of Hongkong for delivery here to an agent of the Macao Government.

A copy of a letter to the Secretary to the Government of India in regard to this shipment is enclosed.
